Dave is the one that says "everyone cheats, I just did'nt know".
He said that just after one of the Italions put a pole in his bike wheel while he was racing.
He is right, in a way, because there probably isn't one person in the world that hasn't 'cheated' before.
This is an important moment in the film because it makes Dave think that all the Italions are bad people. It makes him stop the 'Italion-ness' and it puts the movie in a different direction.

This is what Dave said, after the Italians cheated and caused him to fall off his bike, making him lose the race that he was currently leading.We think that everybody cheats at some stage, but you shouldn't cheat in competitions.
